Deputy Mayor, City of Swan

Mel Congerton is a Deputy Mayor at the City of Swan, where he previously served for 16years, including four years as Deputy Mayor. Cr Mel is passionate about delivering positive outcomes to residents in the Whiteman Ward and the broader City of Swan.Cr Mel is also a small business owner, and is committed to supporting local businesses to ensure that they thrive and reach their full potential.

Graham Quirk
Former 16th Lord Mayor of Brisbane (2011-2019)

After thirty-four years in public life including eight years as Lord Mayor of Brisbane, GrahamQuirk resigned from office in 2019 to pursue other interests and have more family time. Since leaving the role as Lord Mayor, Graham has been appointed to the Board of InfrastructureAustralia and to the Board of Racing Queensland. He is also CEO of Grace Education andMigration.

As Lord Mayor of Brisbane Graham Quirk introduced a number of initiatives relating to the promotion of International Students including an Ambassador Program and Conducted severalInternational Student Friendship Ceremonies generally attended by around 700 students on each occasion.

Graham Quirk was also Chairman of the Council of Mayors of South East Queensland for 8years. He oversaw an Olympics 2032 Preferability and Full Feasibility study for South EastQueensland which has now resulted in Federal and State Government support for the bid.Graham was continuing to support the bid in a voluntary capacity pre Covid 19.Graham is a Graduate of the Australian Institute of Company Directors.

Grace Yu
Grace Education Founder/ Brisbane Lord Mayor’s Charitable Trust Ambassador

As the Founder of Grace Education, Grace is well known for her breadth of knowledge and expertise in international education. Grace has been actively involved in promoting international education, servicing the local community and assisting numerous new migrants and their families.

Grace’s philosophy is to treat others with sincerity and help others with knowledge and wisdom. Since founding, Grace Education has been able to help tens of thousands of international students prepare for their studies in Australia.

Grace has constantly been involved in helping and promoting the local Chinese and Taiwanese communities in Brisbane. In 2015 she was appointed as an Ambassador of the Brisbane Lord Mayor’sCharitable Trust (LMCT). As an ambassador of LMCT, Grace organized many community fundraising events that provided support to many disadvantaged communities. Grace was elected as President of the Australian Taiwanese Chamber of Commerce Queensland (ATCCQ) in 2019.Now, even after 26 years, Grace continues to follow her passion of helping those in need with the vision of expanding Grace Education even more globally to help more of those in need.

Mr Charles Shiao, Founder and CEO of Times Education since 2014, and Director of its individual colleges. Times Education disseminates advanced education concepts with the core of education training, consulting, educational resource development, project planning and promotion. It controls and operates one Higher Education, five Australian accredited Vocational Colleges and two ELICOSInstitutes with campuses across Sydney, Brisbane and Perth.Charles’ vast experience within this sector includes student recruitment, developing articulation pathways to universities, project management for offshore partnerships and business development which have all contributed to a comprehensive understanding of the industry at both the operational and strategic levels.Charles’ advocacy for change and innovation has led to many new projects and developments within the Group. He aims to bring his years of experience to bear on expanding Times Education’s role in-servicing its communities, and exploring how the education group can also improve opportunities for international students from all walks of life.
